SECTION 4 VANUATU CITIZENSHIP ACT

The following selling prices apply in marketing the DSP worldwide ;

Prior to lodgement, a FIU fee of USD 5,000 is payable.

(a) Single application (1 person) – the selling price must not be less than USD130,000

(b) Married Couple application (2 persons) – the selling price must not be less than USD150,000

(c) Married Couple plus a child under 18 years of age (3 persons) – the selling price must not be less than USD165,000

(d) Married Couple plus 2 children under 18 years of age (4 persons) – the selling price must not be less than USD180,000

​- As per our pricing, an additional dependent or resident dependent may be included and is subject to a cost price of USD 15,000 per person

​- All designated agents are to comply with this threshold and not permitted to sell below the regulated pricing

DSP Process Timeline & Checklist for Citizenship

Within 3 working days

Submit Application & Initial Documents

Upon expression of interest, each applicant must provide a clear copy of their valid passport and police clearance to the Agent. For family applications, each member 18 years old and above must submit the same. Applicants should ensure all documents are clear, legible, and valid.

7 days before Meeting Date

FIU Clearance & Signing of Agreement

All applicants must obtain FIU clearance from Vanuatu’s Financial Intelligence Unit, which typically takes up to 96 hours after submitting the required documents. The clearance fee is USD 5,000, non-refundable, and payable upon submission. Once clearance is granted, the applicant and Agent sign the Citizenship Application Service Agreement, and the applicant pays a 25% deposit of the total application cost within 5 working days. The deposit is non-refundable, and the total cost depends on the number of applicants.

Last Thursday of the month

Submission & Review by the Citizenship Commission

Once all documents and requirements are complete, the Agent lodges the application with the Citizenship Commission, which then reviews all submitted documents. Required documents may include company formation documents, such as the Letter of Intent, Resolutions of Directors, Form 45, Nominee Director Statement, and Articles of Association, if applicable. Applicants should ensure that all documents are complete and accurate to avoid delays.

Within 1–2 months after lodgement

Citizenship Commission Outcome

The Citizenship Commission evaluates the application, verifies all documents, and assesses the eligibility for citizenship.

If the documents did not pass the Citizenship Commission’s assessment, should any refund from the Vanuatu Government be issued, it will be handled by the Government and sent to our agency; once the application process begins, our company cannot provide internal refunds. We do not guarantee that the Vanuatu Government will issue a refund.

Issue notice within 2 weeks

Issue of Notice of Approval in Principle

Upon the Citizenship Commission’s confirmation, a Notice of Approval in Principle (NOA) will be issued to the applicant, confirming that their citizenship status is approved "in principle", pending completion of the remaining 75% payment. This notice is also sent to the Agent, who will inform the applicant of the next steps.

Make payment within 5 days

Balance of Payment or Cancellation

Upon receipt of the initial Notice of Approval, the applicant shall pay the remaining 75% balance of the total cost within five (5) days, as agreed in the Service Agreement. If the balance payment is not received within this period, the Agent may suspend the application pending payment completion. The Agent will issue reminder notices to facilitate payment. If the balance remains unpaid after ninety (90) days, the Vanuatu Government reserves the right to cancel the application with no refund.

3rd week of following month

Oath Taking

The Oath Ceremony is conducted electronically via Zoom by the Commissioner of Oaths. The schedule will be confirmed once the balance payment is received.

Within 3 weeks

Certificate and Passport Collection

Upon full payment, the Citizenship Commission issues the Citizenship Certificate and instructs the Passport Office to issue the Vanuatu passport. Certificates and passports can be collected in person or sent via DHL, and soft copies will also be emailed to the applicant.
